1996 US SENATE ROLL CALL VOTES

1. Foreign Aid for Population Control. On March 14, the Senate voted against an amendment that would increase aid for population programs by $192 million. It failed 43 to 52. The Clinton Administration is using “population assistance” to promote the legalization of abortion in many developing nations.

2. D.C. Funded Abortions. On March 19, the Senate voted against the Boxer Amendment that would have restored the city’s authority to use funds to pay for abortion on demand. It failed 45 to 55.

3. Abortion Training. On March 19, the Senate voted to ensure that programs and individuals that refuse abortion training requirements will not suffer loss of government aid or other benefits. The vote was 63 to 37.

4. Keep Abortions Off Military Bases. On June 19, the Senate adopted an amendment to repeal pro-life policies preventing abortions at military medical facilities. The vote was 51-45.

5. Campaign Finance Reform. On June 25, the Senate blocked a so-called “Campaign Finance Reform” bill that would have “gagged” the pro-life movement and prevented it from effectively raising pro-life issues in the political realm. The effort failed by a vote of 54-46, with 46 refusing to “invoke cloture”. The vote was six short of the sixty required.

6. Federal Health Policy. On September 11, the Senate voted to prohibit federal employees or their families from receiving abortions through their federal health insurance policies except for life of the mother, rape, and incest exceptions by a vote of 53-45.

7. Partial-Birth Abortion Ban (HR 1833) Veto Override. On September 26, the Senate failed to override the president’s veto of the Partial-Birth Abortion Ban Act, thereby allowing the abortion procedure to continue unrestricted. The vote to override the veto, 58 to 40, was eight votes short of the two-thirds majority needed for the override.
